Academic research, scientific cooperation, academic extension programs, visiting professors (VITEM I - RN27 and RN24)

Overview

  • VITEM I based on Normative Resolution 27/10.04.2018 do CNIg (Portuguese only):
  • This type of visa may be granted to researchers, scientists and visiting professors – with no employment relationship with a Brazilian institution – for the purposes of academic research, scientific cooperation, academic extension programs, and teaching, as long as the stay is set to last longer than 90 days.
  • If the stay does not exceed 90 days, a Visitor Visa (VIVIS) must be requested.
  • VITEM I – RN27 holders are strictly forbidden to practice any paid work in Brazil, but are allowed to receive payments from the government, a Brazilian employer or a private entity for the purposes of daily allowances, compensation or travel expenses, as well as to receive cash prizes in competitions in the science, technology and innovation fields.
  • VITEM I based on Normative Resolution 24/2018 (Portuguese only):
  • This type of visa may be granted to researchers, scientists and visiting professors – with employment relationship with a Brazilian institution – regardless of the intended length of stay.
  • VITEM I – RN24 applications are subject to prior approval by the Brazilian Ministry of Justice and National Security. The process must be initiated in Brazil, by the sponsoring institution (on behalf of the applicant), with submission of the pertinent application and supporting documentation to that Ministry. Once the procedure in Brazil is concluded and approved, the authorization will be transmitted to the Consular Section via the Brazilian Ministry of Foreign Affairs. Only then will the applicant be able to proceed and lodge the visa application itself.
  • Please note: a VITEM I does not apply to study / research exchange purposes (except postdoctoral degree studies). For activities involving academic qualification such as participation in "sandwich" and university collaboration programs, carrying out part of one's master's / doctor's degree research, doing one's compulsory undergraduate / postgraduate study module abroad (commonly referred to as "year abroad"), one must obtain a Student Visa (VITEM IV) instead.

Length of stay in Brazil

Validity period: limit date / deadline for the first entry in Brazil to take place – counted from the date of issue of the visa.

Up to 1 year.

Duration of stay: period during which the individual is allowed to remain in Brazil – counted from the date of first entry in the country.

Up to 2 years (according to agreement with the institution / awarded scholarship / authorization from the Ministry of Justice and National Security).

Extension of stay: extension subject to approval by the Brazilian Ministry of Justice and National Security.

  2. USA passport holders: $ 250.00
  3. United Kingdom passport holders (for more than 180 days): $ 215.00

BLS International Service charge: Any applicant applying at the Brazil visa application Centre shall be levied a service charge of USD 14 (inclusive of tax) payable in cash.

Visa application form

a) Completion instructions:
The form must be filled in online. Enter complete information – please note that some fields are mandatory.

  • Parents' names must be entered in full (name and surname), exactly as displayed in the applicant's birth certificate.
  • Upload the digital copies of all documents listed below (items 2 to 8).
  • Click on the "Complete Application" button to generate the Visa Request Form Receipt (RER).

b) After the form is concluded:

  • Print and sign the RER; affix your photo on the indicated field. If the applicant is under 18 years old, the RER must be signed by both parents.
  • Gather all original documents listed below. They must be presented during your visit to Brazil Visa application center, in addition to the RER.

Valid passport

Must have at least two blank pages.

Please note that pages reserved for amendments cannot be used for visa purposes.

One passport photo

The photo must be recent, against white background, in the local standard specifications (3.5 x 4.5 cm).

Criminal record

Extract of criminal record (dated less than three months) from all countries where the applicant has resided in the last 12 months, translated into English, French, or Portuguese (for applicants aged 18 years or above). In Lebanon, the criminal record can be obtained through the Internal Security Forces (ISF).
Please note: If the applicant has lived in multiple countries within the last 12 months, a police check from each country must be provided. They must also be duly legalized by the respective Brazilian consular authority with jurisdiction over these countries, and translated by a sworn translator, if necessary.

Original full birth certificate*

Copy of Birth Certificate, translated into English, French or Portuguese. Thus the presentation of the birth certificate during the visa application stage abroad is not compulsory and will not prevent the visa from being issued, but is highly recommended in order to avoid possible inconveniences.

Terms of the applicant's participation in the intended activity

(only for applications based on RN27/2018)

Please note: the signatures on the documents listed below must be certified by a notary public ("tabelião"). The signature authentication will not be necessary if the document is issued by the Brazilian government or by a public-funded (Federal or State) university or research institution.
Letter from the Brazilian education or research institution to which the applicant will be linked. The letter must be printed on official letterhead of the institution and contain the following information:

  • The applicant's full personal details, including job, position and function;
  • Description of the activities, duration, period (include start and end dates of the activities);
  • Details of the institution and person in charge in Brazil (full name, telephone, e-mail etc.);
  • Declaration confirming that there is no employment relationship between the parts.
  • Legal basis: which article / paragraph / item / subitem of Normative Resolution No. 27/2018 the application relates to.

Select the additional required documentation, according to the applicant's specific conditions, as described below:

6.1. For the purposes of research / academic extension / postdoctoral studies, if the researcher / scientist holds a scholarship from a Brazilian accredited higher education institution, fromCNPq, Capes, Finep, or a private / state-sponsored Research Foundation, or from an accredited private / public Support Foundation to higher education / research institutions:

  1. a) declaration issued by the institution responsible for financing the scholarship;
  2. b) signedTerm of Commitment.

6.2. For research purposes, under an international agreement recognized by the Ministry of Foreign Affairs (MRE):

  1. a) international agreement, memorandum of understanding, additional protocols, or equivalent documents mentioning the applicant's appointment;
  2. b) proof of compatible qualification / professional experience;
  3. c) invitation letter addressed to the applicant, making reference to the respective international agreement, describing the activities, specifying the duration (including start and end dates), and declaring that the applicant will not be funded by a Brazilian source.

6.3. For research purposes, in order to take part in projects between foreign institutions / research and development centers of foreign companies and a Brazilian company, company incubator, Scientific, Technological and Innovation Institution (ICT), Technological Innovation Centre (NIT), support foundation, technology park, technology hub, or private / public higher education and research institution:

  1. a) copy of the Ordinance ("Portaria") of the Brazilian Ministry of Science, Technology, Innovation and Communications (MCTIC) which authorizes the activity and the applicant's participation, published in the Official Gazette (D.O.U.);
  2. b) signed Term of Commitment.

Please note: if the research / scientific activity is to be conducted in laboratories and in case of postdoctoral degree studies without a scholarship, these documents must also be presented.

6.4. For teaching purposes, under the condition of visiting professor without employment relationship with the Brazilian higher education institution:

  1. a) declaration confirming that the applicant will be funded by an institution in the applicant's country of origin, under the umbrella of an interinstitutional agreement or similar instrument celebrated between the foreign and Brazilian parts.

Travel Authorization for children under 18 years For applicants under 18 years old, in addition to the parent’s signature on the RER form, the presentation of travel authorization signed by both parents, issued by a public notary and legalized by the Ministry of Foreign Affairs in Lebanon.

The referred travel authorization must mention the purpose of residence in Brazil.

Registration with the Federal Police

Holders of this type of visa must register with the Federal Police within 90 days from first entry in Brazil. Contact the Federal Police directly (click here) to learn how to register.

The Consular Section anticipates that, among other documents, the applicant will have to present the Visa Application Form (FPV) provided upon issue of the visa, as well as his/her original full birth certificate, containing the parents' full names, translated in English, French or Portuguese.

* Applicants willing to travel accompanied by their spouse / partner / children must submit, in addition to the above-mentioned items (1, 2, 3 and 4), the original marriage certificate (or equivalent) and/or the full birth certificate of each child. If issued in another country, the certificate(s) will have to be duly legalized by the Brazilian diplomatic representation in that country.

Bring copies of all documents to be presented.

All documents in Arabic must be translated, by a sworn translator, into Portuguese and stamped at the Ministry of Foreign Affairs.

Additional documents could be requested by the Consular Authority.

Process Time

- The applicant will receive notification SMS when his passport is ready for collection from Brazil Visa Application center.

Please note that the Brazil Visa application Center in Beirut does not process same day visas (no rush fee).

Photo Specifications

Please provide one recent photograph (not more than 6 months old) of yourself, which should not have been used previously in the passport. The photograph should be in color and:

  • Taken against white background so that features are distinguishable and contrast against the background.
  • Clear share quality and with the face in focus.
  • Printed on normal photographic paper (camera print).
  • Full face, non-smiling [without sunglasses, a hat/cap or other head covering, unless the applicant wears such items because of their religious belief or ethnic background]
  • Please stick the Photograph on the RER printed Form.

Note: Please follow these instructions carefully. If photographs presented do not meet these requirements your application will be considered incomplete. A photo booth meeting these requirements is available at the Brazil Visa Application Center.

Remark

  • The requirements for Academic research, scientific cooperation, academic extension programs, and visiting professors visa are the same for all nationalities.
  • The visa application should be submitted by:
    1. The applicant in person at Brazil Visa application Center office;
    2. Family member properly identified and dully authorized; or
    3. Third person with written authorization. Nevertheless, the bearer of the passport has to be in Lebanon when the visa will be granted, even if the application was presented through a third party. Travel agencies cannot apply for visas.
  • Applications, which are filled and submitted online, may not be sent by e-mail.

Please note that the application form completed (to be filled out on-line) is valid for one month only; if you come to Brazil Visa application Center office to submit your application after that period it will be necessary to complete (fill out) another form.

Minors under 18 years traveling to Brazil must have the application signed by both parents in front of the Consular Authority. If one of the parents is out of Lebanon, he/she must provide the original of a written authorization, notarized by the Lebanese Consulate of the country he/she is in.

Non-residents in Lebanon can apply for a tourist visa, provided they fulfill the above mentioned requirements.

It is recommended that Brazilian citizen, even if he/she has another nationality, presents his/her Brazilian passport when entering or leaving Brazil.

  • Please note that issuing or denying a visa is a sovereign act of Governments. The kind of visa, its granting and its validity are also a sovereign decision of the Embassy. No discussion on this matter will be accepted and the Brazil Visa application Center does not have to justify why a visa is not granted. It is advised to be sure that the visa was approved before buying a ticket. The Brazil Visa application Center in Beirut is not responsible for any cancellation fee incurred, in case a visa is denied.

The entry visa, in any case, is an expectation of right. The entrance of foreign citizens and permanence in Brazil may be prohibited by decision of the Ministry of Justice and enforced by the Federal Police.
